The mission of the Workforce Development Council of Seattle-King County (WDC) is to support a strong economy and the capability of each person to achieve self-sufficiency. We work all over the community bringing employers, jobseekers, youth, educators, labor groups and other nonprofits together to find – and fund – solutions to workforce gaps.
We are pursuing a Program Manager to contribute to the mission by planning, managing, coordinating, and evaluating program activities for the development and implementation of a globally diverse and cutting-edge workforce and learning system in King County. The Program Manager is also responsible for innovating, problem solving, centering racial equity in programs, and coordinating current WDC program strategies.
tasks and Responsibilities
   »Board Support : Prepare informational reports, action documents and presentation materials for board and committee meetings.
   »Contract Development : Assist in identifying program metrics and performance measures; negotiate contracts with service providers; work collaboratively with other contract management team members.
   »Fund Development : Participate in analysis, writing and submission of grant proposals.
   »Partnership Coordination : Facilitate communication and information sharing among community stakeholders and system partners; lead the development of solutions to workforce development challenges.
   »Policy Compliance : Actively participate in policy development and implementation, and monitoring reviews, as required.
   »Public Speaking : Professionally perform customized presentations; represent the WDC in the community including outreach, communications and education.
   »Research and Reports : Develop policies and programs located on research and analysis; review, analyze and interpret laws, regulations and policies governing WDC programs; interpret and analyze legislative proposals and activities; analyze labor market information, demographic trends and community needs; prepare results and recommendation reports located on findings and analysis.
   »RFP/RFQ Development : Identify and write parameters for requests for proposals, including proposal evaluation criteria; manage bidder and evaluation process; conduct procurement award analysis and recommendations to the board as needed; execute award notifications.
   »Program and Service Delivery Evaluation : Review service delivery methods and the quality of services provided; document performance; provide recommendations and technical assistance.
   »Specialized Projects : Manage all aspects of special initiatives as determined, such as leading sector initiatives, industry panels, community forums and grant-specific programs.
   »Other tasks as assigned

Additional Information
Annual income : $72,396-$101,880
Reliable transportation is required for local travel to and from various business meetings. capability to travel is required within and outside the State of Washington to participate in meetings and conferences.
