Position Summary
The Office of Human Resources is seeking an Associate Director-Benefits. This is a full-time (1.0 FTE), 12-month, fixed term professional faculty position. Reappointment is at the discretion of the Chief Human Resources agent.
Leads the administration of the Oregon State University faculty and staff benefit programs and functions. These benefit programs include the Public Employees Benefit Board (PEBB)-sponsored health, dental, life, discapability and long term care plans; flexible spending accounts; retirement plans provided by the Public Employees Retirement System (PERS) and the Optional Retirement Program (ORP); tax-deferred investment plans and an employee assistance program. Ensures university compliance with the Affordable Care Act (ACA) and federal and state protected leaves (FMLA and OFLA). Designs and manages user-friendly benefit communication plans.
This position is responsible for promoting a responsive, service-oriented operation in all function areas and demonstrating a visible commitment to diversity and inclusion.
Position tasks
35% – PROGRAM DEVELOPMENT AND ADMINISTRATION:
Develop the goals, objectives, and priorities for unit programs under the direction of the University, and effectively communicate and administer goals, objectives and priorities for unit programs under the management of state agencies. Develop, evaluate and implement program policies, processes and procedures as appropriate. Resolve program issues and ensure program compliance with rules, laws, policies and procedures. Evaluate the quality of services provided and respond to the University’s changing needs. Produce accurate, timely and significant employee benefit data analysis and reports. Disseminate program information all over the University and develop and conduct training for University staff in program policies and procedures. Serve as the University expert in the assigned program areas. Provide technical skills, direction, and advice to University management regarding program issues.
20% – SUPERVISION
Interview and hire staff; determine training needs and recommend appropriate training; train and coach staff; prepare position descriptions; plan, assign, and review work; evaluate employee performance; resolve problems and grievances; initiate disciplinary actions; compensate employees. Monitor and enhance customer service provided by benefits functions and staff.
20% – HUMAN RESOURCES MANAGEMENT TEAM:
Serve as a member of the human resources management team. Participate in the development of human resource programs, policies, and rules. Advise, coordinate, and interpret federal and state laws governing HR functions. Evaluate and recommend changes to the human resources related functions, process, and procedures for the University. Analyze issues and information regarding the impact of proposed policy on existing HR services. Represent the Office of Human Resources on committees, task forces, and transition teams. Perform special assignments as assigned by the Chief Human Resources agent.
15% – EXTERNAL RELATIONS AND COLLABORATION
Provide legislative analysis and advocacy. Lead complex projects and strategic initiatives with multiple stakeholders. Represent OSU across all Oregon public universities for collaborative projects and initiatives.
10% – DIRECT ASSISTANCE TO EMPLOYEES
Participate with the benefit staff in providing direct guidance to employees at all levels on benefits plans, procedures and choices. Communicate procedures to all employees in an accurate, understandable, and timely manner, and ensure that benefit deductions and information are accurately interfaced between external and OSU data systems.

Minimum/Required Qualifications
Bachelor’s Degree
Minimum of 5 years' practice in benefits administration
Demonstrated practice in health and welfare benefit plans
Minimum of 3 years' practice in managery function
Proficiency with technologies used in a large business operation, such as enterprise systems, data base software, networked systems, shared electronic files, business intelligence software (data warehousing), imaging, and web-enabled business applications such as online tasks and downloadable forms
Demonstrated commitment to promoting and enhancing diversity.

Preferred (Special) Qualifications
Master's Degree
practice within an institution of higher education and/or public agency.
Familiarity with Union negotiations as they relate to benefits connected with represented employees.
Demonstrated practice in presenting benefit-related content to a variety of audiences
