ABOUT THE PROGRAM: Perspectives provides its own Property Management & Asset Management services for its six properties located in St. Louis Park.
Perspectives is the largest Supportive Housing Program in Minnesota serving 84-87 homeless, recovering, co-occurring clients and their 130 children annually. The target population is recovering homeless women with their children.  Our campus consists of five apartment buildings with 56 units, tucked away in a quiet cul-de-sac located in an affordable housing community. 
Our 22,000 square foot Family Center is located one mile down the road.

Primary tasks:

Major Job responsibilities:
Ensure timely & accurate rental computations for SHP clients in conformity with HUD guidelines.  Ensure timely maintenance & repair system for apartments and Family Center

Specific Job responsibilities:
Supportive Housing Program Leasing (60%)        
   » Prepare annual leases for supportive housing clients & Family Center tenants.  Maintain system for timely renewal.
   » Ensure client eligibility per HUD guidelines & Loan Covenants at program entry
   » Prepare housing fee computations and obtain earnings verification for new supportive housing clients in conformity with HUD guidelines.  Maintain system for ensuring timely semi-annual recertification.
   » Update housing fee computation and obtain earnings verifications as required with significant earnings changes
   » Prepare monthly tenant log (Monthly Turnover Summary)
   » Develop & maintain communication with tenants, including unit inspections, apartment maintenance issues, eviction notices, conciliation court & Eviction Actions
   » Prepare lease violation letters
   » Ensure timely return of security deposit.  Prepare security deposit refund check requests and related client correspondence. 
   » File conciliation court paperwork and appear in court, as requested
   » File Eviction Action paperwork and appear in court, as requested
   » Act as liaison with Sherriff for client evictions
Supportive Housing Campus Security (20%)
   » Investigate breach of security, enforce policies, and prepare client communication as required.
   » Act as liaison with St Louis Park Police Liaison; attend weekly police meeting
   » Monitor security footage and provide to police when requested for criminal activity on property
   » Maintain knowledge of OFP’s tenants have in place and monitor security footage to provide extra level of security
   » Distribute keys to staff and Supportive Housing Program participants; manage & monitor key fob entry system
   » Maintain system to enforce legal status of vehicle parked in Supportive Housing Program parking lots
Facilities Management (15%)
   » Prepare and maintain repairs & maintenance database
   » Respond to and schedule repair requests and work orders;
   » Meet with Director of Facilities to determine and agree upon the day’s priorities
   » Manage relationship with contracted cleaners and schedule apartment turnover cleanings
   » Manage relationship with contracted pest control, scheduling treatments for individual apartments as required
   » Schedule annual HQS inspections for Rental Assistance buildings
   » Schedule & respond to HQS & Fire Marshall Inspections
   » Ensure timely turnover of apartment, preparing schedule of necessary work
Apartment Turnover (5%)
   » Complete apartment walk-through with client and/or Facilities Director
   » Schedule packing and/or storage of client belongings as appropriate; manage disposal date
   » Maintain inventory of apartment furniture
   » Maintain record of inventory of apartment furniture & appliances
   » Purchase furniture, arrange delivery, and schedule movers for apartment set-up
   » Maintain inventory and prepare shopping requests for apartment furnishings; ensure appropriate apartment furnishings are in apartment at client move-in
Property Development
   » Apricot data entry – assist evaluator with keeping SHP client information up to date and to ensure HMIS data quality
   » Check Eviction Action reporting in county database on annual basis for Hennepin County reporting
   » Maintain client data in MHFA’s PORT system
   » Prepare annual client eligibility report for Hennepin County AHIF program


EDUCATION & practice:
·         Bachelor’s Degree in Social Sciences or related field
·         1 -3 years of subsidized housing program administration
·         Certification in subsidized rental housing program, public housing, or in property management/leasing, preferred
