ABOUT US
The Western Maryland Resource Conservation and Development (WMRC&D) Inc. is a non-
profit company in business since 1993. We are involved in projects dealing with environmental
restoration, alternative energy, carbon sequestration, research on beneficial uses of fly ash
from coal fired power plants, remediation of acid mine drainage impacts, improvements of
wetlands, and projects covering forestry, fisheries, wildlife, conservation and agriculture.
CONTEXT OF THE POSITION
In coordination with the State of Maryland Department of Natural Resources Forest Service,
this position would help to deliver riparian forest buffer outreach to local governments, new
farmers, and other landowners to meet deliverables of USDA Forest Service grant: “Forest
Buffer Assessment for Outcome-located Management & Outreach”. The primary duty location is
Annapolis, MD. The Forester or Natural Resources Outreach Specialist will provide outreach
including direct interaction with landowners, agencies, and related project partners for the
duration of the 6 month term.
ESSENTIAL FUNCTIONS
The WMRC&D employee will provide outreach through multiple educational events and media
to reach a minimum of 500 stakeholders to spread consciousness and knowledge of riparian
forest buffers in Maryland, including local governments and new farmers. The educational
events will take the form of workshops, webinars, presentations or exhibits at established
meetings, and other venues that will provide access to clientele. The clientele will include
landowners, local government officials, foresters, farmers, land trusts and other appropriate
audiences. The employee will perform other tasks as assigned.
The events will be coordinated with the Maryland DNR Forest Service and other partners on
the Maryland Stream ReLeaf Committee. In coordination with University of Maryland
Extension, exit evaluations will be completed after each event, including follow-up surveys to
assess impact of the education. A final report and summary will be provided to assess the
impact of the educational programs. Outreach will coordinate with University of Maryland
College Park personnel for research on effectiveness of forest buffer outreach.

PROFESSIONAL practice AND QUALIFICATIONS
The minimum qualifications for this position are that he or she must have completed sixty
credit hours from an accredited college or university, 18 of which are in biology, biochemistry,
environmental science, forest technology, arboriculture, aquaculture, natural science, natural
resources management, botany, marine biology, marine ecology, physical oceanography,
ichthyology, fisheries management, wildlife management, zoology, or a natural resources
management related field of study, equivalent to a Natural Resources Technician I. Outreach
practice related to natural resources, forestry, and private landowners is preferred, as well
as practice with communicating conservation messages through social media.
Strong communication and organization expertise are essential to the success of candidates within
this position.
Proficiency in use of computers (Microsoft Office) is required.
The capability to work independently while effectively managing multiple priorities is mandatory.
A valid driver’s license is needed for work related travel.

A clean criminal record verified by a standard background check with local, state, and national
law enforcement agencies. A security clearance is not a requirement.
