This National Guard position is for a HUMAN RESOURCES adjunct (MILITARY), Position Description Number D2014000 (amendment 2) and is part of the NC G1, National Guard (JFHQ-G1/ 1320-965).

Responsibilities

As a Human Resources adjunct (MIL), GS-0203-07 (RAPIDS Operator), you will serve as a final reviewer of actions that affect eligibility of educational or incentive benefits as well as sensitive, complex cases; perform final review on file prior to review and action by a board, action agent, or others and insure that all levels of legal, medical, and administrative review have been completed; ensure that regulatory requirements related to specific action are met; identify gaps or inconsistencies in the record and initiate action or interview personnel to obtain needed data; research and obtain significant information regarding cases and issues and provide explanations and interpretations of rules, regulations, procedures, and requirements pertaining to actions taken or recommended; draft or prepare related correspondence for appropriate signature and enters data in automated systems; retrieve data from information sources for use in answering questions, responding to correspondence, or preparing reports or briefings; ensure completeness and proper forwarding of records to appropriate board; provide advice and guidance to other personnel on actions in areas of skills; manage DEERS/RAPIDS System; update system with current programs and software; trouble shoot problems with DEERS/RAPIDS System; issue ID Cards to soldiers, dependents, retirees and civilians; assist individuals with problems with their records, updating information in the DEERS/RAPIDS system with the supporting documentation; perform reception tasks and answer questions about eligibility, benefits and other pertinent information; review applications for completeness, accuracy and eligibility requirements; work with DEERS/RAPIDS Project agent at National Guard Bureau; secure all equipment for DEERS/RAPIDS System and the CAC Deployable systems; trouble shoot technical problems with CAC Deployables; train personnel to operate the ID Card Stations.

Minimum Requirements: Administrative or clerical practice, education, or training which demonstrates the candidate's capability to execute the tasks of the position. practice using computer and automation systems.

SPECIALIZED practice: (Must have at least 12 months practice) in the interpretation and application of regulations, procedures or laws. practice that provided a working expertise of administrative functions. practice performing personnel transactions. practice working independently and setting priorities with very little managery control.

Substitution of Education for specialized practice: Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized practice requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized practice for GS-5 positions.
