Summary

This position serves as a Laborer assigned to the Construction Unit within Engineering Services located at the Salisbury VA Medical Center.

Responsibilities

Under the direct supervision of the Construction Crew manager, Laborers perform a variety of tasks including general housekeeping, moving furniture and equipment, transporting supplies and equipment by hand or with various moving devices (e.g., dollies, hand trucks, pallet jacks , forklifts, tractors, pickup trucks and/or trailers); washing vehicles, preparing sites for concrete pours for internal construction projects, and Provides unskilled assistance as needed to journeyman level mechanics.

Major tasks include, but are not limited to:
   » Performing various general laborer tasks in a commercial construction site including demolition of walls, floors, ceilings, and other building systems.
   » loading and unloading trucks, transporting and preparing new building materials for use for construction projects.
   » Using, maintaining/caring for hand and powered equipment such as dollies, material carts, pallet jacks, fork lifts and tractors.
   » Using expertise and abilities setting-up/maintaining temporary construction areas in conformity with Infection Control guidelines to minimize spread of dust and debris.
   » Working with other tradesmen in a variety of construction related activities including carpentry, masonry, painting, electrical, and pipefitting.
   » Removing floors, walls, ceilings and other construction related materials such as brick, concrete, tile, sheetrock, metal stud framing, etc.
   » Using safety expertise and expertise to operate, inspect, and maintain hand and power tools.
   » Driving pick-up trucks with tow behind trailers, tractors, and other specialized equipment.
   » Removing and storing office furniture and equipment as necessary to accomplish work in support of relocation and facility projects.Work Schedule: Monday - Thursday 12:00 pm - 10:30 pm

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those candidates who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

JOB ELEMENTS: Those who meet the minimum level of practice and training for the screen-out element will then be evaluated in each of the following job elements:

1. Work practices (includes keeping things neat, clean and in order).
2. Dexterity and safety.
3. capability to use and maintain tools and equipment.
4. capability to interpret instructions, specifications, etc. (other than blueprints).

practice refers to paid and unpaid practice, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, expertise, and expertise and can provide valuable training and practice that translates directly to paid employment. You will receive credit for all qualifying practice, including volunteer practice.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time practice will be credited on the basis of time actually spent in appropriate activities. candidates wishing to receive credit for such practice must indicate clearly the nature of their tasks and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions: This position exerts heavy physical laboring in performing tasks such as lifting and moving/carrying heavy objects weighing up to 50 pounds with little/no assistance on a routine basis; and up to 80 pounds occasionally. Also performs strenuous tasks and other laborer tasks that require climbing ladders and considerable walking.

Working Conditions: Work is done primarily indoors but also involve outside work performed under various weather
conditions and may frequently result in exposure to dirt and dust. Required to use proper Personal Protective Equipment (PPE) and follow all safety regulations to protect themselves and other employees.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees gain annual leave at a rate (4, 6 or 8 hours per pay period) which is located on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal practice or active duty uniformed military service. This credited service can be used in determining the rate at which they gain annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
