Serves as a manager of Therapeutic Supportive Employment Services (TSES) with responsibility for developing, planning, organizing,implementing, managing, and coordinating the overall administrative, therapeutic, vocational, and technical aspects of the program. The incumbent is also the primary direct clinical vocational rehabilitation service provider for patients within the program.

The tasks of the managery Vocational Rehabilitation Counselor include, but are not limited to:
   » Develops, implements, and/or recommends organization policy, planning, and procedural initiatives.
   » Exercises managery authorities and responsibilities involving work assignment review.
   » Acts as central point of contact for all therapeutic and administrative activities of TSES, its various programs and efforts.
   » Performs the administrative and personnel management functions relative to the staff supervised.
   » Establishes opportunities for community employment in the local area by actively pursuing outreach with potential employers of Veterans.
   » Makes recommendations for and assists with contract development to solidify these relationships, using proper medical center channels.
   » Carries out a full range of vocational rehabilitation counseling functions, and assumes professional responsibility for the soundness and validity of all program recommendations, reports, and services.
   » Plans, schedules, and coordinates all compensated work and education activities.
   » Maintains a harmonious and close working relationship with various federal, state, and community agencies to guarantee that patients are provided with the comprehensive services necessary to sustain independence upon prosperous completion of program requirements.
   » Develops and implements rehabilitation training, education classes, and group therapy programs needed to support the patient in accomplishing his and/or her goals.

To qualify for this position, candidates must meet all requirements within 90 days of the closing date of this announcement, 06/18/2018.

Time-In-Grade Requirement: candidates who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify located on your practice and/or education as described below:
   » Specialized practice: You must have one year of specialized practice equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized practice would typically include, but are not limited to:
   » Work that required obtaining and applying occupational information for people with disabilities, expertise of the interrelationships of the involved professional and specialist services, and skill in employing the methodology and techniques of counseling to motivate and encourage individuals served by the program.
   » practice that demonstrated expertise of the vocational rehabilitation problems characteristic of the disabled, including familiarity with available resources and skill in identifying, evaluating, and making effective use of such resources to serve individuals with disabilities; or of the underprivileged, including expertise of adjustment problems of the educationally or culturally underprivileged, familiarity with available adult education and training resources, and capability to recognize problem areas needing special attention.
   » practice in vocational guidance or teaching in a recognized vocational rehabilitation program or school, developmental or managery work in programs of vocational rehabilitation or training programs for the underprivileged, or personnel or employment placement work that provided broad expertise of the training and adjustment requirements necessary to place persons having disabilities or social adjustment problems. OR,
   » suitable education candidates may substitute education for the required practice. To qualify located on education for this grade level you must have prosperously completed a full four year course of study in an accredited college or university leading to a bachelor's or higher degree in behavioral, social sciences or related discipline appropriate to this position. OR,
   » Combination: prosperously completed a combination of education and practice and possess the expertise, expertise and abilities required to execute in the occupation and is comparable to that normally acquired through the prosperous completion of a full 4 year course of study with a major in the appropriate field.A Masters degree in Rehabilitation Counseling or equivalent is highly desirable.

   » capability to schedule, prioritize work and meet deadlines.practice refers to paid and unpaid practice, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, expertise, and expertise and can provide valuable training and practice that translates directly to paid employment. You will receive credit for all qualifying practice, including volunteer practice.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time practice will be credited on the basis of time actually spent in appropriate activities. candidates wishing to receive credit for such practice must indicate clearly the nature of their tasks and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The physical demands of this position are minimal. The physical work is sedentary although the stress related to providing services to clients in emotional distress or who may be demanding and uncooperative can be more significant then that of most sedentary positions.
