The Headquarters Information Technology and Communications Division (HITCD), Technology Services & Solutions Branch seeks a highly skilled individual to serve as an Application Development Manager.

As an Information Technology Specialist (Application Software), you will serve as an expert for new or enhanced information systems and software. You will meet with technical leads and functional area specialists to coordinate work and resolve problems. You will evaluate software code, test results, and initiate corrective actions. You will review proposed policies, regulations, and procedural changes to determine their impact on areas of responsibility. You will coordinate the common use of core software across multiple platforms and troubleshooting procedures for related applications. You will guide and review strategies for recovery in the event of systems failure.

You will perform analysis of alternatives (AoA) to develop information systems that meet customer requirements. You will conduct practiccapability analysis for the adoption and implementation of new methodologies, standards, technologies, applications, or systems. You will be responsible for improving and maintaining the data model and data architecture for the division. You will develop, maintain, and monitor databases and management tools. You will provide guidance to employees on database management.

You will serve as an agency technical expert for recommending agency policies and guidelines for web located applications and web services. You will provide technical skills in analyzing, diagnosing, and resolving problems in support of Web platforms and applications.

You will develop software as needed to meet the division?s needs and to support enhancement of the division's prototyping and proof of concept capabilities. You will provide expert guidance in the design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications software using a disciplines life cycle process.

You will supervise the migration of systems to the cloud environment and provide requirements for cloud capabilities needed for improved system performance and availcapability.

Applicant must have one year of specialized practice equivalent to the next lower grade, which has equipped the applicant with the particular competencies needed to prosperously perform the tasks of the position described above.

Specialized practice to qualify at the GS-13 level includes practice in all of the following:
1. Hands-on software/application programming practice in Java OR .net, AND one of the following: PHP, Drupal, SharePoint (Development or Administration), Ruby, C#, Python, PL/SQL, TSQL, Alfresco, ServiceNow;
2. practice utilizing APIs to execute integration and extraction of data between applications; and
3. practice working with data center teams and security teams to ensure needed integration and compliance with infrastructure, operations, and security requirements.

Specialized practice to qualify at the GS-14 level includes practice in all of the following:
1. Hands-on software/application programming practice in Java OR .net, AND one of the following: PHP, Drupal, SharePoint (Development or Administration), Ruby, C#, Python, PL/SQL, TSQL, Alfresco, ServiceNow;
2. practice managing/superviseing teams supporting application and website development; and
3. practice developing or managing applications in a cloud environment (e.g. AWS, Azure, Google, etc.).

There are no education requirements for this position.

Additional information

Any individual selected for this position must be able to obtain and maintain a Secret security clearance.

This position may be filled at the GS-13 or GS-14 level, with promotion potential of GS-14.

Identification of promotion potential in this position does not constitute a commitment or an obligation on the part of management to promote the employee. Promotion will depend upon administrative approval and the continuing need for an actual assignment and performance of higher level tasks.
