The Tennessee Department of Treasury impacts the lives of Tennesseans every day. Treasury is responsible for many of the financial operations of state government, including managing more than $50 billion in assets through its various investment programs. We administer the State’s Retirement Program, RetireReadyTN, which combines the state pension plan, Tennessee Consolidated Retirement System, and the State’s Deferred Compensation plan. Treasury serves all Tennesseans by helping to educate and empower them to make smart financial choices, and by providing public-serving programs in the areas of college savings, financial literacy, unclaimed property, criminal injuries compensation, and more.
Job Overview: This position is responsible for managing the Environmental, Health and Safety (EHS) Program for the State of Tennessee, Treasury Department, Division of Claims and Risk Management. This manager is responsible for developing, communicating, and implementing Treasury programs and procedures that promote enterprise risk management, a culture of safety, chemical safety, ergonomics, illness and injury avoidance, building safety, and emergency response. The manager will develop and supervise statewide train-the-trainer programs in areas such as compliance training, enterprise risk management, lab/plant inspection, hazardous material handling, emergency response, industrial hygiene, and life safety.
Key Job responsibilities:
   » Provide leadership abilities and subject matter skills to all State agencies and higher learning institutions that participate in the State of Tennessee Self Insured Programs.
   » Develop, implement, and conduct training programs that will improve the safety culture statewide.
   » Interact with managers and employees at all levels to drive identified improvements and enable them to meet specific operational goals.
   » Ensure compliance with all applicable federal, state, and local laws, regulations, and standards involving general safety, fire avoidance, environmental controls, and industrial hygiene.
   » Drive root cause analysis of trends and risk exposures and recommend corrective actions to State entities.
   » Evaluate new technologies and processes to develop strategies and tactics for reducing workplace hazards and environmental impacts.
   » Interpret and advise on the impact of emerging issues, regulations and legislation to State of Tennessee governmental operations that involve workers’ compensation, tort, and property programs.
   » Performs analyses for safety, maintaincapability, testcapability, human systems integration and regulatory compliance, into a preferred configuration to ensure personnel safety all over lifecycle.
   » Develops, maintains, and identifies improvements for the planning, organization, implementation and monitoring of personnel safety requirements management processes, tools, risk exposures, operational issues, and safety readiness assessment processes.
Minimum Qualifications :
   » Graduation from an accredited college or university with a bachelor’s degree in business, risk management, public administration, safety, chemical or environmental engineering, physical sciences, industrial hygiene, or other engineering discipline as applicable to the position.
   » 5-10 years’ practice in occupational safety and health, risk management, claims management, or combined related degree with work practice applicable to the position.
Preferred Appropriate qualifications:
   » An advanced degree in Health, Safety and Environmental Science
   » CIH, CSP certifications is desirable.
