Idaho National Laboratory (INL) is seeking a Power Systems Operation Manager.

In this function you will be responsible to the Sitewide Utilities Division (SWU) Director for managing the group of engineers and planners responsible for the safe and effective operation of Power Management high voltage facilities, substations, and systems to ensure reliable operation and service to tenants and clients, while supporting the policies, goals and objectives of the SWU Division.

You will also be responsible for the ensuring safe operations of the INL 138kV power grid by serving as leader and mentor for the power system dispatchers.

You will represent INL in routine interactions with outside municipalities (e.g. State of Idaho), the Public Utilities Commission, electrical utilities, suppliers, DOE, contractors, and SWU management in the business operation of the power system.

The Power System Operations Manager will also manage the strategic funding requests and execution of future power system major maintenance tasks as funding becomes available (estimated TPC of $17M).

You will be making decisions concerning safety of personnel working on the INL power systems and safe and effective maintenance and operations.

Additional tasks may include the following:

Provide oversight, mentoring, and technical support for staff.

Provide initial training, qualification, and re-qualification approval authority for staff

Perform rotational Duty Manager responsibilities.

Rotate with other qualified Power Management Duty Managers to provide 24x7 single point of contact for the Power Dispatcher and INL ERO in the event of a wildland fire or other sitewide emergency.

Develop advanced power control or measurement techniques.

supervise development of power system drawings for maintenance or new installations.

Monitor and evaluate the condition and performance of power infrastructure.

Recommend power system maintenance standards and procedures.

Identify and specify vendor data parts.

Manage planning for power system upgrades.

Plan for facilitate research and development to improve security, efficiency and relicapability of power system infrastructure.


Bachelor degree in Electrical Engineering, Facilities Engineering or related technical discipline plus 7 years practice, or an Advanced degree plus 5 years of progressive managerial and technical practice in power system operations, engineering, and planning.

Must be a US Citizen and have the capability and availability to obtain and maintain a DOE Q clearance.

Position requires thorough knowledge of methods, processes, tools and equipment to maintain/operate/repair 138kV power systems and infrastructure with competency in areas of safety and environmental compliance including knowledge of connected federal, state, and company regulations.

Must be able to demonstrate proficiency in computer applications and business systems such as Microsoft Office, ABB/Ventyx Asset Suite, and e-mail programs.

Must possess a strong bias for action, be a self-starter with initiative, exceptional communication expertise (both written and oral) and the capability to manage competing priorities.

Proven practice working and communicating with staff, engineers, craft managers, and managers is required.

In-depth knowledge of power systems, power grid/transmission, and substation operations and infrastructure is required.

Must have the capability to work effectively with Computerized Operations Management System (CMMS) and instruct others on its operation.

Must have practice managing operations of high voltage transmission and distribution systems (ideally 138kV class).

Specific practice with dispatching and switching using Sweitzer Engineering Laboratory SCADA systems is preferred.

Nuclear utility practice preferred.

Electrical Professional Engineering license preferred.
